CBP Issues New Guidance on Section 232 Aluminum and Steel Derivative Tariffs

August 18th, 2025 – U.S. Customs and Border Protection (CBP) has released updated guidance following Proclamation 10895, introducing new requirements for importers of aluminum and steel derivative products.

Key Changes Effective Today

  • Additional Aluminum Derivatives Added
    The Commerce Department has expanded Annex I of the HTSUS to include more aluminum derivative products, now subject to Section 232 duties.
  • Technical Corrections to Annex II
    Updates and clarifications have been issued in Annex II of the HTSUS, ensuring accurate classification and compliance.

Compliance Emphasis from CBP

To support importers and brokers, CBP has highlighted several critical compliance areas:

  • Country of Melt and Pour Reporting – Importers must accurately identify and report the origin of steel production.
  • Steel Content Valuation – Proper calculation and declaration of steel content value remain essential to avoid penalties.
  • Dual Duty Filing Requirements – For goods subject to both aluminum and steel duties, CBP has clarified filing procedures.
