CBP Issues Guidance on U.S.–EU Tariff Changes
Effective September 25, 2025
Customs and Border Protection (CBP) has issued updated guidance implementing tariff-related elements of the U.S.–EU Framework Agreement under Executive Order 14346. These changes carry immediate implications for importers of EU-origin goods.
Key Updates

Autos & Parts (Sec. 232):
• Column 1 ≥15% → 0% additional duty
• Column 1 <15% → 15% combined duty (HTSUS 9903.94.50–53) -
Civil Aircraft: Exempt under 9903.02.76 (effective Sept. 1, 2025).

Natural Resources & Pharmaceuticals:
Cork, religious-use essential oils, and non-patented generics are now exempt (9903.02.74–.77). -
Refunds & Corrections:
• Use Post Summary Corrections (PSC) for unliquidated entries.
• File protests within 180 days for liquidated entries.
What Importers Should Do

Review EU-origin entries filed on/after Sept. 1, 2025.

Correct entries within 10 days of release to avoid refund delays.

Ensure proper HTSUS use and maintain documentation.
