CBP Extends Section 301 Product Exclusions on Chinese Imports Through November 2025

On August 29TH, 2025 U.S. Customs and Border Protection (CBP) has issued official guidance confirming that the Office of the U.S. Trade Representative (USTR) has extended key product exclusions under Section 301 tariffs on Chinese imports.

This extension provides importers with continued duty relief on a range of goods, reducing near-term cost pressures across supply chains.

Details of the Extension

  • 164 product-specific exclusions have been extended.
  • 14 exclusions covering manufacturing equipment remain in effect.
  • Exclusions apply to goods entered for consumption between September 1st and November 29th, 2025.
  • To claim an exclusion, entries must be filed under HTSUS 9903.88.69 or HTSUS 9903.88.70.

The extension is reflected in the following Federal Register notices: 89 FR 46948 and 89 FR 76581.

What This Means for Importers

This decision gives importers additional time to leverage cost savings on affected goods. However, CBP emphasizes that proper HTSUS classification and timely entry filings remain critical to ensure exclusions are applied correctly.
